U.S. food safety amendment bill is expected to pass before Christmas

After several twists and turns, almost no hope of passing the US Food Safety Amendment Act in 2010, a new student was born on Sunday (December 19). The Food Safety Act (S510) is subject to an additional motion (Tester/Hagen Amendment). Passed unanimously before the Senate adjourned the same day.

The main proponent of the Food Safety Amendment Act, Democrat Senate Tom Harkin, said immediately that this was a “key victory” and that it was only a step away from becoming a law. At the same time, Ha Jin also said that “this is one of the best holiday gifts Americans have received this year...safer food”; in addition, the Senate majority leader Harry Reid is surprised by today’s vote. He said: "This marks the first time in nearly a century that the food safety system has undergone extensive updates. This is the result of the joint support of the two parties on consensus issues."

The Food Safety Act has undergone a tortuous course. In July 2009, the House of Representatives passed 283 votes to 142 votes, passed the House of Representatives version of the Food Safety Amendment Act (H. R2749 Food Safety Enhancement Act), and the Senate House of Representatives version of the Food Safety Amendment Act (S. 510 Food Modernization Act) until There was no real progress last month. After being compromised by relevant stakeholders (small farms, large agricultural groups, and consumers) and forming the Tester/Hagen amendment, it was finally passed on November 30th with 73 votes to 25 votes. Unfortunately, the content of taxation in the food modernization law violates the "traceability clause" of the constitution, that is, taxation measures must be initiated by the House of Representatives, and there is a procedural error in the work of the Senate. The House of Representatives submitted the Food Modernization Act (S510) to the 2011 Comprehensive Expenses Act, and the new comprehensive expense bill was passed by a vote of 212 votes to 206 votes, resulting in the Food Modernization Act becoming an unresolved bill. In order to eliminate problems in the procedure when the Food Safety Amendment Bill is returned to the House of Representatives, the Senate uses House Bill H. R. 2475 is a version modification modernization method (S510).

The purpose of the Food Safety Amendment Act is to enhance the authority of the Food and Drug Administration to maintain food safety by increasing the number of inspections of food facilities, setting stricter standards for imported foods, and increasing the mandatory recall authority of the Food and Drug Administration.
