The Draft Quality and Safety Regulations for Agricultural Products under review stipulates that pesticides, veterinary drugs and fishery medicines must not be arbitrarily managed, and must have appropriate technical personnel, business premises and equipment, as well as storage facilities, management systems and security facilities. Operators should apply for business licenses to administrative departments at or above the county level, and they must go through the business registration procedures. According to the provisions of the Bill, if there is no permit to operate pesticides, in addition to confiscation, a fine of 3 to 10 times the value of goods must be imposed.
