Recently, the Ministry of Agriculture issued a "Circular on Accelerating the Advancement of Maize Production Mechanization", requiring all localities to focus on improving the corn harvester level and accelerate the full mechanization of corn. The notice put forward clear objectives and tasks and corresponding policy measures from seven aspects:
The first is to effectively strengthen organizational leadership. We must further enhance our sense of responsibility and urgency in the mechanization of corn production, carefully plan and deploy, intensify our efforts, and take practical measures to make progress in the advancement of corn production mechanization as a major and urgent task.
The second is to scientifically formulate development plans. The third is to implement the support policy. We must give full play to the guiding role of the subsidy policies for agricultural machinery purchases, and lean to the main maize-producing areas on the subsidy funds arrangement, and provide preferential subsidies for corn harvesters, straw returning machines, and no-tillage planters. It is necessary to actively strive for more support from local finances, properly accumulate subsidies for corn harvesting machinery, and appropriately increase the subsidy standards. To organize the implementation of conservation tillage projects, vigorously promote precision seeding, no-tillage sowing and straw return. We must strive to increase the subsidy for the implementation of machinery deep loosening operations in the main maize production areas.
The fourth is to continuously improve the quality and technical level of the machine. We will continue to develop key technologies and equipment for maize harvesting that meet the requirements of different regions, promote the continuous upgrading of corn harvest mechanization technology, and continuously improve our quality. Actively carry out projects such as "Research and demonstration of optimization of corn mechanized production technology and equipment systems" and "Research and demonstration of key technologies for the rotation of wheat and corn in the Huang-Huai-Hai region." Strengthen the quality supervision of corn harvesting machinery, regularly announce the quality status to the public, and actively recommend to farmers the advanced and applicable technology, mature technology, safe, reliable, energy-saving and environmental protection, and service corn harvester.
The fifth is to increase the efforts of demonstration and promotion and pilot training. We must conscientiously implement demonstration projects of major crop production mechanization and further expand the scope of implementation and funding. Make full use of the "sunshine training" project, increase the support for agricultural machinery training, and strengthen the training of agricultural machinery.
Sixth, actively promote the standardization of corn production. The agricultural mechanization and planting sectors at all levels should strengthen communication and coordination, establish and improve the working mechanism for agronomy and agronomy integration, and coordinate the difficulties and problems encountered in the development of corn harvest mechanization. To study and formulate standards and specifications for mechanized harvesting of corn, and to determine the technical route and suitable models for mechanized corn harvesting according to local conditions. Promote standardization and large-scale planting of maize, and in a certain area, unify varieties and planting patterns to create conditions for mechanical harvesting.
Seventh, it is to further improve the social service level of corn harvesters. We will increase support and speed up the development of agricultural machinery cooperatives and large agricultural machinery and increase the organization of corn production machinery operations. Actively cultivate the corn harvester market to improve the efficiency of the operators. Strengthen the construction of farm machinery maintenance network, urge corn machinery manufacturers to improve after-sales service network, and improve after-sales service capabilities. We will give full play to the role of the “Agricultural Machinery Cross-Sector Service Service Through Train†information platform, strengthen information guidance and management services for corn machine harvesting, and expand the scope and scale of corn trans-regional machine harvest.
