After 30 years of development, China Environmental Monitoring Station has taken the lead in establishing a technical system framework for environmental monitoring in China. Research and establish a monitoring route system for environmental air, surface water, noise, fixed pollution sources, ecological, solid waste, soil, biological and other environmental factors; prepared surface water and sewage, air and exhaust gas, biological, noise, radioactivity, pollution sources, etc. Technical specifications for the monitoring of environmental factors and technical specifications for monitoring the total discharge of major pollutants; research and development of technical regulations for qualitative assessment of surface water quality, evaluation of lake eutrophication, classification of sand and dust weather, noise environment assessment, and assessment of ecological environment quality Organized or participated in the formulation of nearly 300 environmental monitoring method standards, which were promulgated and implemented by the Ministry of Environmental Protection.
The terminus has led the preparation of "Water and Wastewater Monitoring and Analysis Methods" and "Air and Waste Gas Monitoring and Analysis Methods", and compiled "China Environmental Monitoring Technology Route Research", "China Environmental Monitoring Strategy", "Environmental Water Quality Monitoring Quality Assurance Work Manual" and Books such as the Environmental Air Monitoring Quality Assurance Workbook. The publication of these books marks that the environmental monitoring technology system has been basically improved, and the environmental monitoring and analysis methods are basically sound, playing an important role in guiding the development of environmental monitoring.
At present, the terminus is preparing analytical methods including precipitation, soil, solid waste, biological, radioactive, noise, malodor, thermal radiation, optical radiation, electromagnetic radiation, etc., especially for organic pollutants, biological monitoring and continuous automatic monitoring.
In the process of the development of environmental monitoring in China, the terminus always attaches great importance to the quality assurance and quality control of environmental monitoring, and earnestly carries out the work of measurement certification, certification, quality control and assessment, and popularizes the basic knowledge of quality assurance and quality control and establishes technical specifications. And a lot of work has been done in monitoring methods, conducting research on monitoring technology, researching and developing environmental standard samples and quality control samples, and conducting quality control work inspections, and gradually forming environmental monitoring quality management with technical training, quality control assessment and inspection as the main line. The model plays an important role in guiding the quality management of environmental monitoring in the country.
According to reports, at the end of the "11th Five-Year Plan", the main station started the construction of the key laboratory of the Ministry of Environmental Protection with the environmental monitoring quality control as the research direction, and plans to basically build the * environmental monitoring quality control technology platform in the middle of the "12th Five-Year Plan". Quantitative traceability/quantity transfer and environmental monitoring instrument calibration functions, as well as technical strength for quality control assessment and supervision.
In the past 30 years, the terminus has been closely involved in major environmental issues in China and has actively participated in the completion of major scientific research and public welfare projects. Environmental monitoring research results represented by "Environmental Background Value Research", "Research on Sources, Impacts and Control Countermeasures of Acid Rain Pollution in China", "Investigation and Evaluation of Industrial Pollution Sources in China", and "Atlas of China's Environment and Sustainable Development", He has won national and provincial (ministerial) science and technology awards many times and reached the domestic level of ling.
At present, the terminus has undertaken 11 special projects for environmental protection public welfare, and is undertaking 4 863 projects, 1 project and 7 projects for water projects, 3 national science and technology infrastructure platform construction projects, 3 national science and technology support plan research projects and some National water environment monitoring technology system research and demonstration project. In June 2009, in order to support technological transformation, the Terminus set up a technology transformation research project, identified 54 topics, and arranged funds of 5.77 million yuan. These topics will drive the transformation and development of the terminus.
In the past 30 years, the technical training of the terminus has gone from scratch, from simple professional training courses to international seminars, from single station training to national technical exchanges. The training has been continuously increased, and the training ideas have been continuously expanded and trained. The number of people is increasing. In accordance with the technical training objectives of “National Monitoring Team One-stopâ€, the terminus has formulated training plans in different levels, sub-regions and sub-topics according to the needs of environmental monitoring stations at all levels, and has increased training for western regions and minority cadres. From 2006 to 2009, the total station organized a total of 109 training courses, and assessed and trained 1,052 national environmental monitoring technicians (times), which played an important role in the balanced development of environmental monitoring in the country.
